At the April 7 FCC open meeting, the Public Safety and Homeland Security Bureau presented a Notice of Inquiry (NOI) concerning the Reliability and Continuity of Communications Networks, including Broadband. The NOI brings together several themes from the National Broadband Plan, including insufficient backhaul redundancy and insufficient backup power.Among the areas of concern addressed in the NOI are the ability to maintain continuity of service during emergencies, the standards of resiliency for public safety communications, the ability to ensure reliable communications during natural or manmade disasters, and sources of legal authority.

"The issues of reliability and continuity are increasingly important as our nation’s 9-1-1 system transitions into a broadband/IP-based environment,” said NENA CEO, Brian Fontes. "It is essential that the public and private networks that will interface with Next Generation 9-1-1 and connect the system to other networks within the emergency response enterprise are able to withstand even the most severe disasters. NENA applauds the Commission for moving forward with this NOI and for their commitment to improving public safety communications.”
