NENA Supports FCC Action To Ensure 9-1-1 Availability with VoIP Outage Reporting Rules

On February 15, NENA expressed great pleasure as the Federal Communications Commission voted to require reporting of outages experienced by Voice Over Internet Protocol (VoIP) providers. "As consumers increasingly shift to broadband or internet-based communications, it is important that they continue to receive consistent and reliable access to emergency calling services,” said NENA CEO Brian Fontes. The new rules would require VoIP providers to report certain total outages of their proprietary networks and network elements, similar to existing obligations on the part of wireline telephone providers. 

The order stops short, however, of setting reporting thresholds based on quality of service or imposing reporting requirements on broadband internet service providers. "NENA is pleased that the industry recognized the importance of emergency calling and engaged with NENA and the Commission to help shape the rules in a way that ensures the Commission and Public Safety Answering Points have the information they need to understand the unique challenges presented by the shift in consumer choices and its impact on public safety, while not unduly burdening originating service providers,” Fontes said.
