9-1-1 Director

The Natchitoches Parish (Louisiana) 9-1-1 Communications District is seeking a highly motivated individual to fill the newly created position of 9-1-1 Director. This is a highly responsible management / administrative position responsible for all phases of planning, directing, and managing the operations of the Natchitoches Parish 9-1-1 Emergency Communications System. The incumbent will report to the Natchitoches Parish 9-1-1 Board of Commissioners and will be subject to the Board’s direction with respect to policy, plans, coordination, and/or management of the Emergency Communications Center (ECC) and 9-1-1 related communications activities.
As 9-1-1 Director you will have the unique opportunity to plan and manage the activities of the 9-1-1 District, ensuring that all systems, programs, and/or equipment meet the District’s needs in providing quality 9-1-1 services to the citizens of Natchitoches Parish.

Qualifications:
- A bachelor’s degree in public safety, public or business administration, government, telecommunications, or closely related fields, plus four years of increasingly responsible supervisory and technical management level experience in the telecommunications or emergency communications field, or an equivalent combination of experience and education;
- Considerable knowledge of management techniques and principles applicable to emergency communications systems and operations, and the principles and methods of telephone and telecommunications operations and practices so as to effectively evaluate and promote the use of current and emerging technologies;
- Thorough knowledge and skills necessary to manage the budgeting duties and fiduciary responsibilities of the position;
- Thorough understanding of principles of human resource management to include conflict resolution;
- Considerable familiarity with the principles, knowledge, skills and attitudes necessary to achieve a team purpose;
- Thorough knowledge of all disciplines of emergency and public safety services;
- Knowledge of the principles, practices, technology, and trends in public safety systems, operations and administration; computer-aided dispatch (CAD), public safety communications, radio, and mobile data communications systems; training methods and principles; and installation, operation, maintenance, and design of public safety communications systems;
- Ability to maintain a high level of satisfaction among personnel in the Emergency Communications Center who are subject to high stress;
- Ability to establish effective working relationships with subordinates, city, parish, local governmental public officials and the public; and to communicate with technical and non-technical persons;
- Public speaking skills adequate to effectively communicate the processes of telecommunication theory and application to the general public as well as public safety providers;
- Extensive management skills which support the ability to administer and manage established policies, programs, and systems;
- The ability to analyze and resolve complex problems;
- The ability to work odd or irregular hours and be subject to call on a 24/7 day basis if required.
Desired Advanced Qualifications/Knowledge/Skills and Abilities:
- Registered Public Safety Leader (RPL) awarded by the Association of Public Safety Communications Officials, Intl. (APCO) or Emergency Number Professional (ENP) Certification awarded by the National Emergency Number Association (NENA).
