ICE 1: Test Location, Routing and Delivery of NG9-1-1 Calls

The initial NENA NG9-1-1 Industry Collaboration Event was held at Texas A&M University in College Station, Texas.The event began with equipment staging on November 2ndand ended after three days of testing on November 5th. The focus of the event was on location, routing and delivery of NG9-1-1 calls.

Industry participation and support was outstanding.Twenty six engineers representing the 16 companies listed below were involved.In all, they brought 20 NG9-1-1 components to this initial test event.

An information package was developed that provides additional details of the event. A summary report of the results of the event has also been released.

Guidance from the Steering Committee included the following:

  1. The first order of business for this committee is to develop a planning timeline that results in setting a target date for the event.The Steering Committee anticipates that the target date will not be later than October 2009. The plan should be shared with the Steering Committee.
  2. It is suggested that time be allocated to allow companies to test with each other one-on-one.
  3. Some time should be dedicated to more complex testing involving multiple functional elements from multiple vendors.
  4. An ‘inventory” of what functional elements will be available for testing from which vendors should be developed.If key functional elements are missing, TAMU has access to the functional elements that were used in the US DoT PoC.These elements can be used to fill in any gaps.
  5. A master schedule should be put in place to guide the overall event.
  6. Some data from the event will be collected.Of particular importance to the Steering Committee relates to the feedback for the NENA Tech Committees. See the charter of Data Gathering and Reporting Committee for details.This committee needs to incorporate data collection into their plans.
  7. The testing done at this event will not have a heavy emphasis on security or performance.However, future events will include these dimensions.It is highly desirable to include so testing of security and performance can prepare us for future events.

This event is only the first in a series.We need feedback from this committee after the event to improve future events.A written report covering recommendations for future events is important.

Summary Report

 The initial NENA NG9-1-1Industry Collaboration Event, held at Texas A&M University in College Station, Texas, has been completed.The event began with equipment staging on November 2ndand ended after three days of testing on November 5th. Industry participation and support was outstanding.Twenty six engineers representing the 16 companies listed below were involved.In all, they brought 20 NG9-1-1 components to this initial test event.

A test plan was developed prior to event.The plan included 81 peer-to-peer tests and a number of permutations and combinations of nine end-to-end call handling scenarios.Of the peer-to-peer tests planned, 67% were completed.Of the complex scenario tests planned, 22% were completed with a total of 8 iterations to test multiple combinations of vendors.The remaining tests were primarily a result of technical challenges and a lack of time.

The event was designed to support vendors as they develop interoperable products for NG9-1-1. Against this metric, the event was a major success.Conducting these tests in an open environment on a level playing field, all vendors gained valuable insights into product requirements that will make their way into current and future product offerings.The investment these sixteen companies made in the initial event will give them a technical advantage and their customers an added degree of comfort that these vendors have first-hand knowledge of how emergency call and data delivery and interoperability can be achieved within an NG9-1-1 environment.100% of the companies that participated indicated that they got significant value out of the event and 100% indicated they would participate in another ICE that involved products they develop.
Although this event did not attempt to measure formal compliance with standards, with just one exception, all tests were based on the current draft of the NG9-1-1 architecture and standards developed in the NENA Technical Committees and those standards referenced by the NENA standards that were developed in other Standards Development Organizations.Since this event was the first to test interoperability between NG9-1-1 components developed by one vendor against those developed by others, it was an excellent gauge of the standards in their current form.Based on the number of tests successfully conducted, it is obvious that the standards used as a basis of the tests are substantially complete and clear.However, the event did generate 21 instances of detail feedback items that are being provided to the NENA Technical Leadership Team for subsequent delivery to appropriate committees.
 
The primary mission of this event was to support the vendors in their product development efforts. For this reason, there was no grading or assessment of vendor's products, there were no comparisons drawn nor was there any other form of evaluation. All companies participating agreed to a Code of Conduct that governs what they may share about their participation and the participation of others.The Steering Committee requests that everyone respect the self imposed restrictions the participants have agreed to abide by.
 
Planning for the next NG9-1-1 Industry Collaboration Event has begun. Proposals from any and all NG9-1-1 stakeholders are welcome.The Steering Committee is asking that all proposals be submitted by December 9, 2009.
