The Data Structures Committee maintains interoperable 9-1-1 data formats and is responsible for the formatting, definition and maintenance of NG9-1-1 Functional Element interface specifications. As NG9-1-1 FE interfaces leverage existing open standards where possible, and NENA-defined standards are developed to be open, the Data Structures Committee is tasked with monitoring and providing input into standards developed by other organizations, in addition to standards developed within NENA to ensure data interoperability between systems. The committee focus is on the structural definition of data – the schema, allowable values, and any related constraints; as well as the interfaces used to convey data between applications and agencies. This committee is also responsible for ensuring NIEM compliant schemas and IEPDs are created and that the appropriate Working Group compares those schemas to the standard which documents the schemas, prior to All Committee Review.
- NG9-1-1 Data Flow (Co-Chairs: Richard Muscat, Amy McDowell ENP):
A NENA NG9-1-1 Data Flow WG is forming regarding issues associated with NG9-1-1 data presentation at the PSAP and utilization of information that be part of or associated with NG9-1-1 calls. In NG9-1-1 a call may include a variety of different information. This WG will address the NG9-1-1 data flow process, which will be far richer than the ALI data used in E9-1-1. Issues to be addressed will include data flow and alternatives, timing, display and presentation issues and other related aspects involved in the flow of data and how to best address potential issues. The expected outcome would be a Standard(s) and/or other document(s) that would clearly define recommended structure and minimum content of data to be provided to the PSAP and other points under NG9-1-1 operations; transitioning from today’s legacy E9-1-1 process to NG9-1-1; and the development of other potential data sources that may be utilized by the PSAP. - Civic Location Data Exchange Format (CLDXF) (Co-Chairs: Christian Jacqz, Raymond Horner, John Beasley):
A WG has been formed to re-visit the Civic Location Data eXchange Format (CLDXF) NENA-STA-004.1.1-2014 standard. CLDXF provides a standard XML schema for the exchange of civic address data along with guidance on how to populate the address elements. It implements the IETF standard Presence Information Data Format Location Object (PIDF-LO) and is largely derived from and consistent with the United States Thoroughfare, Landmark, and Postal Address Data Standard from the Federal Geographic Data Committee (FGDC). CLDXF is a key standard, a critical component of any Next Generation 9-1-1 project and one which impacts numerous other NENA documents, so it’s important to get it right. This WG will deal with a few issues that have been identified by other WGs and by users of the standard. The intent is to complete our work in an expedited fashion. One set of issues relates to the management of sub-address data, especially in locations like campuses, residential complexes, malls or trailer parks where ordinary civic addresses may not provide sufficient precision. The group will revisit the building and landmark/landmark part elements and will develop additional guidance and possibly new structure. The group will also consider additional guidance for the formatting of other sub-address elements. The group will also revisit the definitions of place name elements which are confusing and may not accommodate local conditions and determine if a more flexible approach is needed. Anyone interested in civic address formatting and data exchange, and particularly those who have experience with address data management in a Next Generation 9-1-1 context, should consider joining this WG.
