Jennifer Kirkland, ENP

Jennifer Kirkland, ENP, CPE, RPL is the 9-1-1 Operations Administrator for the Vail Public Safety Communications Center in Vail, Colorado, and has worked in public safety dispatch for more than 18 years. Serving over 50,000 citizens, Jennifer is responsible for the operations required for all emergent and non‐emergent call handling for twelve police, fire and EMS agencies throughout Eagle County.

Jennifer has held a variety of different positions in her career, starting as a Dispatcher before becoming a Training Supervisor, where she was responsible for line‐level supervision for Public Safety Dispatchers. After redesigning the Center’s training program and developing the Communications Training Officer team, Jennifer moved into an Interim Director role, where she developed a $2.4 million-dollar budget for the 2013 cycle and successfully negotiated the contract for the purchase of a joint telephone system. She also coordinated the development of a countywide feedback program and the center’s non-EMD quality assurance program. She has facilitated seven successful strategic planning processes for various agencies in Colorado.

Jennifer sits on the NENA Education Advisory Board, serves as the Secretary for the Colorado Training Standards Institute, and holds numerous public safety certifications, as well as an Associate in Risk Management-Public Entities certificate. She has served as President of the Colorado NENA/APCO chapter, and currently serves as the chapter’s Executive Council Representative. She serves, by Governor appointment, as the 9-1-1 Representative on the Colorado Task Force on Responder Safety. She is also a Senior Consultant with Fitch & Associates, facilitating the CCM/ASM programs. For the past 10 years, Jennifer has presented sessions on personal development, PSAP operations, and leadership skills at Navigator, NENA, and APCO conferences.
