Jennifer Kirkland, ENP

Jennifer is the 9-1-1 Operations Administrator for the Vail Public Safety Communications Center in Vail, Colorado and has worked in public safety dispatch for more than 16 years. Servicing over 50,000 citizens, Jennifer is responsible for the operations required for all emergent and non‐emergent call handling for twelve police, fire and EMS agencies throughout Eagle County.

Jennifer has held a variety of different positions in her career, starting as a Dispatcher before becoming a Training Supervisor, where she was responsible for line‐level supervision for Public Safety Dispatchers. After redesigning the Center’s training program and developing the Communications Training Officer team, Jennifer moved into an Interim Director role, where she developed a $2.4 million-dollar budget for the 2013 cycle and successfully negotiated the contract for the purchase of a joint telephone system.

Jennifer sits on the NENA Education Advisory Board, serves as the Secretary for the Colorado Training Standards Committee and holds numerous public-safety certifications. She is also a Senior Consultant with Fitch & Associates, facilitating the CCM/ASM programs. For the past five years, Jennifer has presented sessions on personal development, PSAP operations and leadership skills at both the Navigator and NENA conferences.
