John H. Kelly, ENP
John H. Kelly, ENP is a partner in the law firm of Ottosen Britz Kelly Cooper Gilbert and Dinolfo, Ltd. With three offices in northern Illinois, the firm concentrates its practice in the representation of units of local government. John focuses his practice on employment and labor issues and regularly advises police chiefs, fire chiefs, and 9-1-1 center directors on the intricacies of personnel and labor law.
Mr. Kelly represents 9-1-1 centers throughout Illinois, serves as defense counsel for a major insurer of 9-1-1 agencies, and is the attorney for the Illinois Chapter of NENA, the Illinois Chapter of APCO, and is General Counsel for the National Emergency Number Association (NENA). John also serves as General Counsel for the Denise Amber Lee Foundation. In 2018, he was named one of the “Top 50 in 50 Years of 9-1-1.” John has represented and advised 9-1-1 centers in all aspects of their existence, including state regulations, corporate organizations, personnel policies and practices, and liability issues. He also has been a presenter at the Illinois and many other state and national 9-1-1 conferences. His presentation topics include personnel management, liability, and social networking issues. Mr. Kelly has served as a member of the NENA Educational Advisory Board for eighteen years. Mr. Kelly is also an Emergency Number Professional (ENP) and a member of the NENA Hall of Fame.
John Kelly is a graduate of the John Marshall Law School and Northwestern University. He served 10 years as a suburban police officer and has been a member of the Lake Zurich Fire and Police Commission for more than twenty-five (25) years.
