The NENA 3D GIS WG will produce a document that will define requirements and guidelines for handling of expression of caller location in three dimensions (X/Y/Z coordinates), including confidence and uncertainty. These guidelines will include methods to convert a height above ellipsoid (HAE) value to height about ground level (AGL) or floor level, so that the information is more meaningful in the field, as well as guidelines to construct GIS datasets that can handle three dimensional location data, such as road or building geometry. This work is intended to support updating 9-1-1 systems in concert with recent so-called “Z-Axis” regulatory developments that will call for all wireless carriers in the US to provide altitude in addition to X and Y coordinates when delivering 9-1-1 calls by April 2021 (NENA notes that the FCC published its most recent draft order on this topic 6/25/2020; https://docs.fcc.gov/public/attachments/DOC-365168A1.pdf). The following expertise is needed to meet the challenges of completing this effort in a timely manner: PSAP operations (e.g. calltakers), GIS professionals, supplemental location providers, and operations vendors (e.g., call handling equipment vendors).
5.1 Working Group Participation Expectations
It is the responsibility of the WG Chair to ensure all prospective WG Members are advised of the expectations for membership. WG members are expected to attend meetings/calls on a regular basis. Those who miss three (3) consecutive meetings without notifying the Working Group Chair(s) may be dropped from the roster and minutes distribution and forfeit their voting right in that Working Group. All committee, subcommittee, and working group members are required to participate in all polls to indicate their agreement or disagreement with the resolution of an Issue, except when there is more than one representative from an entity on a given committee, subcommittee or working group. In such cases, voting is limited to one vote per Participating Entity on any given subject. Members who do not fully participate and fulfill their membership responsibilities may be dropped from all distribution lists. Members who do not actively contribute and participate may be dropped at the DSC/Development Committee Chairs’ discretion.


NENA requires an explicit Intellectual Property Rights Policy to conduct its daily work. The objectives of this policy are to:

* Ensure that Members’ and participating Entities’ IPR are protected;
* Promote awareness of IPR issues among NENA Committees so as to permit informed decision-making about the tradeoffs associated with technical alternatives encountered in committee work; and
* Ensure that implementers producing products or services based on NENA standards are not unreasonably inhibited by IPR licensing requirements.
