The purpose of this document is to assist NENA members in reaching out to the public, special interest groups, and other key stakeholders regarding the implementation of Interim SMS Text-to-9-1-1. It can be easily adapted to fit the size, budget, and political nature of individual regions. It includes several sample educational materials and presentations that may be utilized in any combination.

ASL/Captioned Videos About Text-to-9-1-1
Three videos about text-to-9-1-1 have been created for the deaf, deafblind, hard of hearing, and speech disabled as a joint effort between the NENA Public Education Sub-Committee and the NENA Accessibility Committee. The videos explain how to text 9-1-1 in areas that have the service, as well as what happens in areas where it is not currently available. Videos are in ASL, captioned, and include voice over and audio descriptions. The videos, linked below, are also available on the NENA YouTube Channel.
This document provides information and planning guidelines for
Public Safety to support their efforts to plan and implement Interim SMS Text
for 9-1-1 service. Four major carriers (AT&T, Sprint, T-Mobile, and Verizon Wireless) are committed to making SMS Text for 9-1-1 available by May 15, 2014. Public Safety
management is encouraged to take action to bring SMS Text for 9-1-1 to their
county, to provide texting to 9-1-1 capability to the residents who are deaf,
hard of hearing, or have a speech disability, as well as others who need to use
text in emergency situations.

The NENA NG9-1-1 Education and Training working group has prepared a few
talking points related to text-to-9-1-1 in order to ensure that the 9-1-1
community provides a consistent message nationwide. If contacted by the media related to
text-to-9-1-1; below are talking points that may be used. These messages can be incorporated into a news
release or educational materials.
FCC PSAP Text-to-911 Readiness and Certification Registry
The FCC PSAP Text-to-911 Readiness and Certification Registry lists PSAPs that are ready to receive text-to-911 messages and provides notice to Commercial Mobile Radio Service (CMRS) providers and other providers of interconnected text messaging services (collectively, "covered text providers”) of the PSAP’s notice date of readiness. The Text-to-911 Registry lists each PSAP by FCC PSAP ID and name, the county of operation, the primary point of contact for coordinating text-to-911 service, the method by which the PSAP will accept texts, and the state or local governing entity authorizing the PSAP to accept texts.
